Dear friends and colleagues -- Greetings in the New Year! First, we in the Study Group -- staff, volunteers, board, advisors, and many of you on this list -- send heartfelt thanks to those of you who responded to our request for financial help at the turning of the year, or did so before. Thanks to you, we begin the New Year ready for action. (We will still need additional funds to do all we'd like to do, but we have a good start.) We need some action right now, TODAY, AS SOON AS POSSIBLE, in which you can help. Thanks to Trump's increasingly lawless actions, including but not limited to the "surgical" invasion of Venezuela and the abduction of its president for trial and potential punishment in the United States, it seems we are all forced to make lemonade from some very sour lemons. The implications of Trump's Venezuela actions are profound. As will be discussed in the second part of this note, while the direct consequences of this action are less immediately fatal than many other prior illegal U.S. acts, the brazen nature of what has been said about these actions by Trump and other officials has sharply negative implications for international and domestic law going forward. We believe other brazen acts of international aggression and piracy will soon follow, unless there is sufficient domestic and international pushback. Just today, the U.S. Coast Guard recklessly seized a Russia-flagged tanker in the mid-Atlantic, as well as a so-called stateless "dark fleet" tanker in the Caribbean. Senators Tim Kaine (D-VA), Rand Paul (R-KY), Chuck Schumer (D-NY), Adam Schiff (D-CA), Ruben Gallego (D-AZ) and Jeff Merkley (D-OR) introduced Senate Joint Resolution 98 ("To direct the removal of United States Armed Forces from hostilities within or against Venezuela that have not been authorized by Congress"). This resolution was referred to the Senate Foreign Relations Committee. If it passes the Senate it will go to the House. We urge you to call or email your state's congressional delegation and ask them to support S.J. Res. 98. Time is of the essence. The Senate is likely to vote on this measure TOMORROW, January 8, 2026. If the folks you call don't support S.J. Res. 98, ask why not? If they do support it, can they make or continue to make public statements against Trump's illegal actions? We will follow up this first Bulletin with a second one (371b) later today but as soon as possible, with further background as to why this action was illegal, and more.
